Privacy Policy

MinnesotaSure ("we," "our," "us") is a Minnesota health-coverage navigation service that helps residents apply for Medical Assistance, MinnesotaCare, MNsure plans, Medicare Savings Programs, and related programs. This Privacy Policy describes how we collect, use, share, and protect the personal information you provide when using our application wizards at minnesotasure.org.

Our work is regulated under the Minnesota Government Data Practices Act, the federal HIPAA Privacy Rule (where applicable to MNsure data), the Minnesota Health Records Act, and the Affordable Care Act's privacy and security requirements for navigators. This policy is consistent with the privacy notices you receive when applying through MNsure, the Minnesota Department of Human Services (DHS), and the federally facilitated marketplace.

1. Information we collect

To prepare a complete and accurate Minnesota health-coverage application on your behalf, we collect the same information that the State of Minnesota and the federal marketplace require. Depending on the form (DHS-6696 Minnesota Health Care Application or DHS-3876 Application for Certain Populations), this may include:

You decide what to provide. Some fields are required for eligibility determination; others (such as a phone number) are optional. The wizard tells you which fields are required.

3. Who we share information with

We will disclose information when required by subpoena, court order, or other legal process, or to protect against fraud or imminent harm.

4. Storage, retention, and security

Your application data is stored on encrypted infrastructure located in the United States. We use industry-standard safeguards: TLS encryption in transit, encryption at rest, access controls, audit logging, and least-privilege access. Only your assigned navigator and authorized administrative staff can view your application.

We retain application records for at least 10 years, consistent with MNsure navigator recordkeeping requirements and the Minnesota Government Data Practices Act. After that, records are securely destroyed.

Despite our safeguards, no system is perfectly secure. If we ever experience a breach affecting your information, we will notify you in accordance with Minnesota Statutes § 325E.61 and any applicable federal law.

Opt-in

By providing your phone number on a MinnesotaSure application, you expressly consent to receive SMS text messages from MinnesotaSure related to your application. SMS messages are transactional only — they are not marketing. Providing a phone number is optional and is not required to use MinnesotaSure or to submit your application.

Message types and frequency

You may receive 1–3 SMS messages per application, sent only when there is something for you to do or know:

How to opt out (STOP)

You can stop SMS messages at any time by replying STOP to any message we send you. We will send a single confirmation message acknowledging the opt-out. After that you will receive no further SMS from MinnesotaSure unless you re-opt in by texting START.

How to get help (HELP)

Reply HELP to any message we send you, and we will reply with a help message including our contact details. You can also email us at navigator@minnesotasure.org.

Carriers, fees, and limitations

Standard message and data rates may apply, depending on your mobile carrier and plan. T-Mobile, AT&T, Verizon, US Cellular, and other major US carriers are supported. Carriers are not liable for delayed or undelivered messages. We do not share your phone number with any third party other than our SMS provider, Twilio, which transmits messages on our behalf.

If you opt out, you can still use MinnesotaSure

If you do not provide a phone number, or you reply STOP, you will still receive all the same notifications by email and can still sign your application from the email link.

7. Email notifications

We send transactional emails (confirmation, signing link, follow-up) using Postmark. Email is required to use MinnesotaSure because the signed PDF and your tracking number are delivered by email. We do not send marketing email.

8. Cookies and analytics

The MinnesotaSure wizard stores your in-progress application in your browser's local storage so you can resume if you close the tab. We do not use third-party advertising trackers, do not run Google Analytics, and do not sell or share data with advertising networks. Cloudflare may set technical cookies for security and DDoS protection, which do not identify you individually.

9. Children's privacy

Health-coverage applications routinely include information about minor children in the household; this is necessary for eligibility determination. We do not knowingly collect information directly from anyone under 18. A parent or guardian must complete the application for any minor.

10. Changes to this policy

We may update this Privacy Policy from time to time. The "Last updated" date at the top will reflect the most recent revision. Material changes will be communicated by email to applicants whose data we hold.
